TOPIC: date and time installation

I've been having problems changing my date and time. When I go to Systemclock and to KDE settings and try to change the time the system asks me for my password. I give it the password and and am given the following message, "Error setting new time zone". Suggestions?

You can find all timezones in /usr/share/zoneinfo.
Copy the matching country file to /etc/localtime.
For example, if you live in New York - open a terminal and type in:
sudo cp /usr/share/zoneinfo/America/New_York /etc/localtime
The administrator has disabled public write access.
